It is well known that the Cooperative Movement envisaged to provide answers to the problems of rural credit in India, owes its origin to the sponsorship of Government. Beginning with Sir Fredrick Nicholson’s Report in 1885 on the issue of training to the Cooperative leadership entrusted with the duty of building up the Cooperative Movement, has always been emphasized. But, it was not until 1945 that the Saraiya Committee on Cooperative Planning recommended the establishment of a Cooperative Training College at the State level and Central level. The Cooperative Training College was established in 1947 when late Shri Vaikunth Mehta was the Minister for Finance, Cooperation and Village Industries with a view to bringing concepts of management training to the service of the Cooperatives. The Ministry of Community Development and Cooperation established the Central Institute of Management for Consumer’s Business (CIMCOB) at Bombay in 1964. In the year 1964, a high level working group appointed by the Government of India under the Chairmanship of the late Prof. D.R.Gadgil to assess the training needs of the co-operative sector, recommended the setting up of a National Institute which would undertake the training of senior personnel in the co-operative institutions/departments, conduct fundamental/applied research and provide consultancy services, organize courses in business management for senior personnel in cooperative business organizations and train the youth on various facets of Management. CIMCOB was merged with the National Cooperative College and Research Institute (NCCRI) to form the present National Institute. As a tribute to the doyen of the Cooperative Movement late Shri Vaikunth Mehta, the National Institute was named after him, as Vaikunth Mehta National Institute of Cooperative Management (VAMNICOM) in April 1967. The Government of India provides grants-in-aid to National Council for Cooperative Training (NCCT), New Delhi to meet the establishment and other costs of VAMNICOM. The Vaikunth Mehta National Institute of Cooperative Management has been contributing over the years to the Cooperative Movement through its activities viz. Management Training, Management Education, Research & Publication, Consultancy, and other related activities.

Management Training

VAMNICOM’s Centre for Management Development Programmes conducts around hundred short duration Executive / Management Development Programmes for Senior / Top Level Officials / non-officials of the co-operative sector. Orientation training programmes are also organized for sponsored officers from the Indian Administrative Services (IAS), the Indian Forest Services (IFS) and the Chairman and Managing Directors of National level Co-operative Organisations like the National Co-operative Development Corporation (NCDC), Indian Farmers Fertilizer Co-operative Limited (IFFCO), Krishak Bharati Co-operative Limited (KRIBHCO) and Apex Level Co-operative Banks and other Co-operative Institutions, NGOs, etc. and also conducts training programmes on request from user organisations to fulfill their training needs. The Institute undertakes sponsored need based programmes and on the spot programmes either on its own or through collaborative arrangements.

Dhananjayrao Gadgil Institute of Co operative Management

Dhananjayrao Gadgil Institute of Cooperative Management, Nagpur was established in the year 1972, to cater to the training requirement of personnel working in cooperative organizations and cooperative department’s of Maharashtra State. The National level Institute named as VAMNICOM, five Regional Institutes of Cooperative Management and fourteen Institutes of Cooperative Management are functioning all over the country under the administrative umbrella of National Council for cooperative Training (NCUI), New Delhi. It is fully grant in organization of Government of India, Ministry of Agriculture and Cooperation, New Delhi. The National Cooperative Union of India is an apex cooperative organization representing the entire Indian cooperative movement.

Yashwantrao Chavan Academy of Development Administration

Yashwantrao Chavan Academy of Development Administration (YASHADA) is the Administrative Training Institute of the Government of Maharashtra, and meets the training needs of government departments and rural and urban non-officials and stakeholders. Human Resource Development has traditionally been one of Maharashtra’s major strengths. The importance of evolving sound and responsive administrative systems was realized as far back as 1963 when the Administrative Staff College (ASC) was established in Mumbai. The ASC was relocated at Pune in 1984 and renamed “Maharashtra Institute of Development Administration” (MIDA). MIDA, constituted as an autonomous society under the Societies Registrations Act, 1860, was to serve as the apex body for promoting and developing modern management practices and was to function as the nodal state level training institute in the field of development administration. Aptly enough, it was renamed, “Yashwantrao Chavan Academy of Development Administration” (YASHADA) in 1990, as a tribute to the pioneering spirit of the late Shri Y. B. Chavan, former Chief Minister of Maharashtra & Deputy Prime Minister of India, who had inspired the setting up of the ASC.
